"Appalling lack of service at Bow County Ct"

I have been trying to get through to Bow County Ct for days now. The phone is never answered or I get cut off. I have also sent an email a day, addressed to Miss Marway, from whom I received a letter accompanying my returned petition (which would not have been returned/rejected had there been someone at the court to answer some simple questions when I submitted it), none of which have been replied to or even acknowledged.

How can they justify their existence if they provide no service to the public?
