"Squirting pedestrians from Data Car vehicle"

I drove down Court Road in Eltham this afternoon behind a Data Cars vehicle with a registration beginning LV14. The vehicle slowed down and the person in the passenger seat was squirting pedestrians with something from a bottle - looked like Lucozade. It happened 3 times in about 200 metres before I turned off. I won't be using Data Cars any time soon if that's how they behave!.
