"Phones are always ALWAYS busy"

There are one or two numbers to call, 'please call to notfiy us immediately...' but they are always busy. I have tried in the past and tried all day yesterday and again this morning. Why is there no queing system? Surely they expect a volume of calls so one line is deliberately unhelpful..
